En la naci\u00f3n neogranadina, v\u00edctima desde hace m\u00e1s de seis d\u00e9cadas de guerras intestinas, de desmanes de grupos paramilitares, abusos de la fuerza p\u00fablica y tambi\u00e9n del terror desatado por el narcotr\u00e1fico, hay muchos que temen sobre el resurgimiento de viejos fantasmas que hasta ahora se cre\u00edan enterrados y se reediten los traumas a\u00fan vivos en la memoria.<\/p>\n

Esa es la lectura que se desprende de la alerta del l\u00edder de la oposici\u00f3n, el senador Iv\u00e1n Cepeda, quien pidi\u00f3 a organizaciones internacionales y nacionales de derechos humanos supervisar la situaci\u00f3n en Colombia en el futuro pr\u00f3ximo tras alertar que el gobierno entrante tiene visos de paramilitarismo.<\/p>\n

Advirti\u00f3 el excandidato presidencial en primer lugar acerca de la intenci\u00f3n de la administraci\u00f3n de crear bloques de b\u00fasqueda urbanos y primeras l\u00edneas de seguridad, estructuras que estar\u00edan integradas no por servidores p\u00fablicos, sino por veteranos y reservistas de las fuerzas militares.<\/p>\n

\"\"Record\u00f3 que los colombianos conocen bien las consecuencias de confundir autoridad leg\u00edtima con organizaciones de cuerpos armados civiles, las consecuencias de que el Estado renuncie al monopolio de la fuerza y auspicie la conformaci\u00f3n de estructuras paralelas.<\/p>\n

A esto se suma, a\u00f1adi\u00f3, la criminalizaci\u00f3n de la protesta social: \u201cNo pasa un d\u00eda sin que el se\u00f1or Abelardo De la Espriella y su entorno, con la complicidad de alcaldes autoritarios como el se\u00f1or Fico Guti\u00e9rrez en Medell\u00edn o Alejandro Eder en Cali, alentados por el despotismo de su beligerante nuevo jefe, amenacen con desatar una brutal represi\u00f3n contra quienes salgan a las calles a protestar pac\u00edficamente\u201d.<\/p>\n

Amenazas peligrosas<\/strong><\/p>\n

El lenguaje y las alegor\u00edas usadas por algunos de los miembros del equipo del pr\u00f3ximo mandatario llenan de inquietud a quienes no comulgan con las ideas del ultraderechista.<\/p>\n

\u201cEl Arca de No\u00e9\u201d fue el nombre dado a la estrategia de empalme y transici\u00f3n del presidente electo, construida previamente junto a Carlos Alonso Lucio, una figura muy controversial debido a su tr\u00e1nsito por todas las corrientes ideol\u00f3gicas y ahora asociado a las m\u00e1s conservadoras.<\/p>\n

\"\"Seg\u00fan el relato del libro del G\u00e9nesis, Dios orden\u00f3 a No\u00e9 construir una embarcaci\u00f3n para salvar a su familia y a las especies de animales de un diluvio universal destinado a destruir la vida en la Tierra debido a la maldad humana.<\/p>\n

Esta idea es interpretada por algunos como un evento de depuraci\u00f3n que margina y condena a los no elegidos.<\/p>\n

El abogado y exmagistrado del Consejo Nacional Electoral Luis Guillermo P\u00e9rez asegur\u00f3, por ejemplo, que dicho nombre constituye \u201cun s\u00edmbolo de exclusi\u00f3n y violencia pol\u00edtica\u201d.\u00a0Pero el m\u00e1s grave de los pronunciamientos de Carlos Alonso Lucio tuvo que ver con la figura del presidente saliente, Gustavo Petro. Asegur\u00f3 que el mandatario debe someterse a un juicio pol\u00edtico ante la Comisi\u00f3n de Investigaci\u00f3n y Acusaci\u00f3n del Congreso, en tanto dej\u00f3 entrever la posibilidad de una eventual extradici\u00f3n del gobernante hacia Estados Unidos.<\/p>\n

Despu\u00e9s de sus comentarios, se agrav\u00f3 el ambiente de tensi\u00f3n ya existente en el proceso de empalme, lo que llev\u00f3 al gobierno a suspender la instalaci\u00f3n de las mesas que con ese prop\u00f3sito deb\u00edan instalarse.<\/p>\n

\"\"Por ello, el ministro de Hacienda y encargado de la transici\u00f3n por parte del gabinete saliente, Germ\u00e1n \u00c1vila, dijo que las sesiones no podr\u00edan darse hasta tanto \u201cno cese la utilizaci\u00f3n de expresiones y actuaciones incompatibles con la naturaleza institucional del proceso\u201d por parte del equipo de De la Espriella.<\/p>\n

Adem\u00e1s de denunciar las amenazas contra el presidente, tambi\u00e9n alert\u00f3 sobre la narrativa estigmatizante de la contraparte al denominar al ejercicio como \u201cempalme anticorrupci\u00f3n\u201d.\u00a0\u201cEl empalme no es una investigaci\u00f3n penal. El empalme no es un juicio. El empalme no es una plataforma pol\u00edtica. El empalme es un deber del Estado cuyo \u00fanico prop\u00f3sito es garantizar una transici\u00f3n ordenada, responsable y transparente entre administraciones\u201d, afirm\u00f3.\u00a0Ante el escenario de animadversi\u00f3n, el presidente Gustavo Petro pidi\u00f3 a la ciudadan\u00eda organizarse y hacer respetar sus derechos constitucionales.
